Cement render cannot be tinted however it can be easily painted over with your desired colour. 

Acrylic render/texture however, can be tinted with colour and applied over cement render. This requires all walls to be rendered flat first and using the acrylic  render/texture over to top with tinted colour. Read more about acrylic texture
